I understand this is a dumb ?................

I'm running an HP Compaq dc 5100
Pentium 4 CPU 2.80 Ghz
2.79 Ghz
2.49 GB of RAM

I'm thinking of buying a DELL Inspron 3647

Intel 4th Gen. i54460s QUADCORE 2.9 - 3.4
1 TERABYTE
8 GIGS of RAM

What kind of difference would there be between the two?

The Inspiron will blow that old HP out of the water. The CPU technology is a hell of a lot newer.
 
I assume you aren't a gamer, so with that upgrade you will notice a huge difference in performance.

Your right I'm not a gamer, I just tinker around the PC, the PC I have now struggles to do what it does & the OS is out dated, maybe if I want to do something more intense in the future, I'll have a better shot at it.
