3700+ not up to speed

No, to get into bios you press a button, usually delete or one of the F keys. It should tell you when the computer is restarted

EDIT: BTW, you have to restart the computer first, just incase you didint know ;)

you'll probably find that cool n quiet is enabled on it. when its not being taxed too hard it'll drop the speed down to a low speed in order to keep things cool and reduce power usage.
go into the bios and look for the option for cool n quiet and disable it.
 
I got into BIOS but I don't see anywhere that I can change the settings on my CPU. Is there something you have to enable before you can change the stuff? I didn't see the multiplier either though so I don't know where that is, I am assuming with the rest of the processor stuff that can't be changed.

so how do I change the settings on the processor?

the computer has an ASUS Amberine Motherboard, is this keeping me from changing/seeing the multiplier?
 
is this a HP pavillion system? if so you wont find options like that in an oem system, this stuff is normally locked out by the manufacturer
 
there should still be an option in there to disable cool n quiet, it might be under the power management options if you can get into them. failing that go into the windows power options and make sure that its set to home/office desk... i think that will also disable cool n quiet

Im not sure if this has been mentioned before, but is there something like "cool n quiet" thats enabled? because that lowers the processor speed when its not doing anything thats cpu intensive.

Oh, I'm sorry I forgot to mention, it did go back up to speed. :)

also there is some profanity on that background, I tried to cover it with the cpu-z lol. next time I am on his pc I'll send it to you
