4790k abnormal temperatures with nh-d15

But it shouldn't be over 70 degrees c correct? If it was me, I wouldn't push it over 65c.

At full load that is literally impossible without delidding IMO.

On the Intel spec sheet it starts throttling after 105C. The TCase for maximum heatspreader temp is listed at 72C, it seems to have trouble making it there thermally though due to poor heat conductivity off of the core through IHS.
 
Even with that cpu it should be well under 80c my old 3770k did 4.8ghz at less than 80c at 1.4v, I even ran it at 1.55v 5.1ghz once and it hit 90c on prime. and the cooler performance and cpu temperature wise is similar. If you have two fans pushing towards each other like you stated previous it will reduce performance as they are pretty much holding the heat in. I'd make sure to atleast have either one fan only or both in push pull. Your temps will drop.
they are not pushing towards each other, they are both drawing air to the exhaust
 
if you have one on each side of the heatskink pushing air in the same direction then temperature wise must be the TIM problem as stated before.

my 5930k runs on the hottest core on ooct, 75c after 30 mins. Thats with 4.5ghz +0.8ghz on the turbo. Its also a 6 core so puts out quite a bit of heat (140w). Thats why i was suprised at how hot yours is with 0.2ghz on the turbo and 4 cores, it runs hotter. But i think the 5930k is soldered so goes to show how much difference it can make.
