500 dollar budget

I recommend,
1. - Windows Vista Home Premium 64 Bit.
2. - The Radeon 4850 or that video card in your post is alright. The HD 4850 would be better :P
3. - The E8400
4. - 4GB of ram

Anything else.
 
i was hoping for a list, the only reason why i took that card, is its not an 8800gt, its a gts(if you didn't know)
 
I can tell you now if what you are running now is what is seen in your sig you are about to see a world of difference not only with new hardwares but finally moving out of 98! There's no shutdown to Dos mode since 98SE to start with.

XP and now Vista are strictly NTFS 5.0 no longer seeing Fat32. But Vista does have one or two things in common with 98 however. Vista has seen the return of the autoexec.bat and config.sys files at the root directory. Home Premium would be the best addition for your limited budget seeing a much lower price then the Ultimate edition.

For a dual core cpu you will need to decide whether you are going Intel or AMD there. Both see quad core as well as dual core models to decide over. For Vista even for XP seeing a good 2gb of a good brand of memory is another item to add to your shopping cart there.
 
Don't be surprised at still seeing some running 98 or even 95 to this day. Some of those old boat anchors were simply better made then over some of the cheapo prebuilds seen in the last few years.

In fact the old Socket A build I had here a few years back was recently reassembled to see only 98SE back running again. That was a parent's request when giving that away while would have preferred seeing an XP or Vista disk bought since what newer progams and whatever run on 98? NADA!

Rushing at any 64bit edition of Windows just to see 4gb seen as 4gb in Windows is a little premature since the transition out of 32bit is still in it's infancy. Adding in a 3rd 1gb dimm or simply accepting 3.12gb available out of 4gb total with a 32bit editions works. For keeping the total down however 2gb is still quite adequate.
