60-ish degree idle HELP!

My pc is a intel pentium 3.4ghz and my cpu temp is around 60 degrees when its idle and when im gaming sometimes it will go above 70 degrees! I dont know whats wrong with it, it is a custom built computer which i let the store build it for me.

The problem I am thinking of maybe is the case because all I have in there are two 120mm fans. Please give some advice, ask me any questions if needed.
 
I only have 1 80mm, a psu with fan, and stock hsf and i have intel pentium 3.6 and idle without ac with a local temp of 88 degrees yearly, it still runs at 50 celcius at idle. Maybe your hsf is not installed properly, check it. If not,invest in better cooling. Download speedfan to max out your fans, there'll be no harm to your fans. Should lower your temps right away.

Just try not to have loads of wires going everywhere try keep it neat, If it gets worse and worse try leaving the side open, if not buy few more fans fill every fan slot you can

Mine runes at 30 celcius at idle. Reason my case is air flow friendly and i have 3 fans.
 
Im not sure how much thermal paste is in it because someone else built my computer, though is it possible to add more in? And thanks I think I will move my wires around to help the airflow and thanks for the speedfan suggestion.
