65W processor takes up 65Watts or what?

it says 65W processor for the E4500, but does that mean the power supply has to give it 65W's?m cause i want to get the 8600GT some day, and i know i need the 350W PSU. but i have a 400W PSU. so im in trouble if the processor takes that much Watts. thanks
 
Please understand i am completely assuming:

the 65w rating, im assuming, is the MAXIMUM wattage. meaning that under full load, it uses 65 watts. If u gpu will need 350 watts i think ur 400 w should suffice, im using a old compaq 320 W right now...my processor is a 125 W i think.
 
your video card won't actually use 350 watts, what they mean is that is the wattage that the power supply should have to power the average computer + that video card. the card will actually only ever draw like 100 watts.
