6600 gt question

I just installed the 6600gt and when I start the computer when it gets to windows welcome screen the computer powers off. When I turn on again it does the same thing at the welcome screen. When I do get lucky and windows start everything works fine including the video games.

Any tips would be appreciated.
 
Actually it when I installed the card I loosen up the cord to the heatsink fan. I have set to turn off at 60 degrees.
