do you mean he wants to control the computer using voice? Or does he want the computer to talk back to him?
In the first one, there are programs like Dragon. My Toshiba L305D laptop had a program to do that included in it, but it did not play well with my thick accent.
Second one, speech function on MAC.

To speak verbally, I don't know.
For text based, so he can type a conversion, online he can use Cleverbot (note though that it "learns" from conversations with other people and will respond with replies that it has "learned" are appropriate. That means if someone has swore to it, which they have, it can and will potentially swear back, so whilst 99% of the time is fine for everyone of all ages, sometimes the themes or words used probably won't make it great for a 7 year old)
