8600m GT Skipping Frames

I guys I have an 8600m GT, and when I play games it seems to skip Frames, I tried Multiple settings like turning everything low and putting everything on high. It tells me that I am getting well above 60 frames per second. Both the games I play and my graphics card are up-to-date. Could someone help me fix this problem

My computer specs if you guys need it are here

intel core 2 duo T9300
4 gigs or ram
8600m gt
320 gig HHD
(The computer is a Dell XPS 1530)

Well I play a combination of different games, Games like NBA 2k9 , Need for speed Most wanted, Company of Heroes, Call of duty (2,3,4), Oblivion, fallout 3, F.E.A.R, and some older games. It tells me that I am getting good FPS but it seems to skip frames, I also Tried a combination of different settings from low to high.
 
The older games and less demanding ones should play fine with your card if you turn off the AA in the game options
your pc stats are fine to play most if not all games, but its the 8600 thats holding u back as its only an entry level dx10 card for vista and a very stripped down version of the 8800

Thanks a lot for the reply, but the problem is that even the older games I play seem to be skipping frames, I even turned all the setting down on the older games and the frames still skip.

Also I do not think it is because I am lagging or not getting enough framerates (all the games I play get 50+ framerates)
 
Also what would be the latest drivers for my graphics card, I just want to make sure that I have the latest drivers for my graphics card.
