9800gt Not working... help?

I just got a new Sparkle 9800GT with heatpipe cooling. and havnt been able to get it to work.
It displays on the monitor alright but then scrolling down web pages or moving anything is really jumpy and makes the cpu spike. ive tried downloading new drivers, deleting drivers, booting in safe mode and installiing, using driver cleaner etc. and nothing has made any difference, i just occasionally get a BSOD with either "PFN list corrupt" or more often "Memory_Management" on it. (the BSOD is usually just after an attempted driver update, on the reboot)

all the connections inside the pc are correct, ive taken it out and put it back in at least 3 times and it has the power cable connected to the back.

right now iv switched back to a borrowed 7400 and after a delete and reinstall of driver, its working fine.


Any ideas what could be wrong?

intel e8500 3.16ghz
ASUS P5Q-E Mobo
3 seagate SATA hdd
650w Antec earthwatts PSU (so i dont think thats the problem)

Im just gonna Send it back and demand a refund, iv tried everything i can think of and its just making my pc unstable.

Im thinking of getting a gtx260 as a replacement, but am worried about the noise. Does this GPU get really hot or make a lot of fan noise?

also will my PSU be enough, i dont want to just be skimming acceptable amounts of wattage for this card, but dont want to buy a new PSU either, its an ANTEC earthwatts 650.

if the card is quiet on idle, or near idle, but noisy-er on full, thatd be ok as music editing shouldnt use the GPU much.
 
650W should be enough for the GTX 260. And it would most likely be cooler than the 9800GT because it has a dual slot cooler while the 9800GT only has a single slot solution, depending on the fan speed and case airflow.
