I have a i7 4790k DC, running at 1.3v and 4.6ghz with an H100i cooler.

running Prime 95 on blend yields 65 degrees, while running it small causes temperatures to rise to over 99c

i noticed that adjusting fan speed has no effect on temperature. on blend setting of prime95, 700rpm and 2100rpm both yielded around 65 degrees.

Corsair link shows that pump is operational.

Did you check to make sure there aren't any kinks in the plumbing, and that the waterblock is secured properly to the motherboard and you are using thermal paste?

yes

even when the cpu is that hot, the radiator and tubing is still cold.

Corsair link may be telling you the pump is operational,But that doesn't mean its working right..id send it back for a RMA.

it's working. i wrote that even with 99C, the tubing and radiator is cold. i just didn't let them heat up. after a few minutes, both were very warm.

prime95 with small ffts, around 69 degrees on stock clock and stock voltage, and that's with the "quiet" setting.
