A friend needs help with cable modem

I have DSL, but a friend has Charter Cable Internet and has a problem.

He has had the service for a few years and all was OK until Charter made some changes down their street and he has lost the internet. Charter has come out three times after he has complained three times ans Charter says the problem is in his computer.

I went over last week and called Charter's support and we talked 60 minutes from the Phillipines, the tester said he could see the cable modem and all is OK. Yet his internet service to him is dead.

Charter on their second repair call, got his system going for a few minutes, but then it lost the internet again. The service man left and said the problem was in his computer.

He is an old man, about 70, and can only complain to the office in person 30 miles away.

Everything was working fine until Charter admited changing something down the street several weeks ago, but now denies they knocked out his service.

Any Ideas?

Anyone know anyone at Charter's corporate level that he can call?

What operating system is he running? Can you take a laptop or another computer there and hook up to his service and see if it gets internet? That would be the quickest way to tell whats wrong.
