adjusting fan speeds and voltages

i am running a haf 932 full tower case, it has 3 230mm fans and a 140 along with my video card, all these fans running at once are quite loud, i would like to be able to keep them all running for optimal cooling for my system, i wanted to know if there is any program or any way to turn down the fan speeds in the bios without having to go out and buy a fan speed controller because i dont exactly have the money to get one right now.

Well are they plugged in to the motherboard or straight in to the power supply? If they're straight in to the PSU then you can't control them as they'll just run at full power. If that's the case you'll need to hook them up to your motherboard or buy a fan controller. Fan controllers are awesome though if you get one. Flip of a switch and your fans go to whisper silent or ramp up when gaming if needed.
 
they are plugged into the motherboard, i think maybe one of them is plugged into the power supply thats about it.
