I have looked at adobe photoshop and adobe elements, I see that ps is much more high quality and such. But on elements what can you really do with it? Can you do the same abstract stuff on photoshop or is it only picture editing, could someone please explain.
 
Photoshop Elements is geared towards photo editing so the effects and filters are geared toward that. It's not a full-feature graphics program. You can get a try-out of Elements.

Photoshop is the industry standard for bitmap graphics but it's not cheap. If you want similar features at a fraction of the price, Paint Shop Pro is the best bet. I don't like it myself (I use Corel Photo-Paint) but the latest version of PSP is much better than previous. There are a number of other apps in the same price range as PSP.

Photoshop Elements is basically just Photoshop, but a stripped-down version with only basic features. Elements is good for amateur photographers or people who cant afford the full version of Photoshop. To see if Elements is enough for you, download the demo(s) of both Photoshop and Photoshop Elements, and see which one is more suitable for you.
 
I will probably buy photoshop since I have already tried it out and liked it. Oh and I own PSP 8, are the newer versions really better or what?
 
If you can afford Photoshop. Just get Photoshop. If you know how to use it.. you can make images like this that just stuns the human eye:

No way! You don't need all of that fancy software. All you need is good old fashioned Windows Paint and some perserverance...and you can achieve lofty heights!! Don't believe me? Bask in the land where skills went to nest!
