Advanced Video Editor

Whats a good video editor that has the ability to add a moving, almost looping, segment in a semi still area.
Like, bubbles covering a pool, and over filling.

I have some knowledge of video editing, and I have time to complete this task.



Any tips or anything would be great.

Hmmm...

How would I get the bubbles to over flow?

Like, would I have to video tape bubbles over flowing in a bath tub, then copy it over on the pool video?

with all honesty i on't know but i won't use premiere and i'lll tell you why.
am currently recording my desktop to do some tutorials for office ppl. when i import my desktop recorded video into premier it looks blurry and it doesn't display properly.
