Advice on Building a gaming PC

I Looked all around before posting this.I have a Hp Pavilion.As you whiz kids most likley already know,Its a small Tower.

My 3 question are simple:

1) Can I build a good gaming rig out of it?

2)Any Good recommendation's on specs?

3) I bought an old game called shogun total war,I cant install it because I dont have a DvD drive.Will an external usb one work?

The games I'm looking to play on it are:Wow,Diablo 3,and starcraft 2 when it comes out.
