Hey everyone I'm getting back into building a computer only problem is I haven't done this in about 4 years and when I was browsing tiger direct earlier I felt pretty dumb at how much I do not know now so I decided to suck up my pride and do the logical thing by getting the advice of the masses. I'm gonna be posting in the correct sections for each component and I would really appreciate any and all feedback. With that being said thanks for taking the time to read this and I look forward to everyone's input.

First, what is your budget? Next, here are most of the best brands to go with:
CPUs-Intel, AMD
Motherboards-Gigabyte
RAM-G.Skill, Corsair, Crucial (1600 MHz or above)
GPUs-eVGA, Saphire, MSI
PSUs-Corsair, Antec, OCZ
Cases-NZXT, Corsair

my budget is going to be in the price range of 2500 to 2700 for everything and i can go over if necessary. I would like to use AMD because from what I've read they are the best components for overall value. Thanks for the help!

$2500-2700? If you've got that money to spend, go with Intel all the way because you can easily afford it and they tend to have faster processors right now.

With that money, you could do:

i7 3770K (Normally I recommend the i5 3570K for gaming, but since you've got the money, I'd get the 3770K) http://www.newegg.com/Product/Product.aspx?Item=N82E16819116501
Gigabyte GA-Z77X-UP5 http://www.newegg.com/Product/Product.aspx?Item=N82E16813128559
16GB G.Skill Sniper 1866MHz (Normally I recommend 8GB for gaming, but since you've got the money, go 16GB) http://www.newegg.com/Product/Product.aspx?Item=N82E16820231611
Noctua NH-D14 (So you can overclock the CPU) http://www.newegg.com/Product/Product.aspx?Item=N82E16835608018

NZXT Phantom http://www.newegg.com/Product/Product.aspx?Item=N82E16811146068
ASUS DVD-RW http://www.newegg.com/Product/Product.aspx?Item=N82E16827135204
XFX Pro Series 650W Modular http://www.newegg.com/Product/Product.aspx?Item=N82E16817207022

Samsung 840 Pro 256GB (Install the OS and programs on here) http://www.newegg.com/Product/Product.aspx?Item=N82E16820147193
Seagate Barracuda 2TB (Install games and use for storage) http://www.newegg.com/Product/Product.aspx?Item=N82E16822148834

Gigabyte Radeon HD 7970 http://www.newegg.com/Product/Product.aspx?Item=N82E16814125413

All of that comes to $1,783.90, so that still leaves you just under $1000 to buy an OS, monitor, keyboard, mouse and speakers should you require those too.

Could definitely go even more insane that what I've got, I just wanted to leave a bit of headroom in case the OP needed an OS, monitor, keyboard, mouse, speakers etc etc. ;)

What applications do you usually use?
Although you have $2500 as budget, it doesn't mean you need to spend that all.

the main things I do are AutoCAD, video editing, and gaming. I do want to run a home surveillance from it as well. and i do still have to get OS, mouse, keyboard monitor etc.

So if I'm tracking this right the i7 is still faster than the 8 core AMD offers or would the i7 just perform better?

i7 is faster.
By the way, new intel Haswell CPU is out end of May/ early June. I don't know if you want to wait another 2 month.

If you're not building for another 5 or so months then take the advice in this thread 'generally' - new stuff will likely be out by September which you will want to get. I'm not sure when the i7 3770K's replacement, the 4770K, is coming out, but when the 4770K comes out with the new motherboards you'll probably want to get that over the 3770K.
