After login, computer shows WININET.dll

About a week ago, our computer got a trojan. We purchased Nortin Antivirus to eliminate the virus. However, it found the virus but could not delete it. Whenever we try to login, there is a popup that says

"Explorer.EXE-Unable to Locate Component

This application has failed to start because WININET.dll was not found. Re-installing the application may fix this problem."

This does not allow us to acces our profiles. Is there a way to fix this problem? We put in the windows Re-installation cd for Microsoft Windows XP home edition and were unable to do any thing with the program. I was able to get the cd running by Conrol alt delete, then went to file, run (program). We are unable to run anything on the cd. It keeps giving me the above message.

It still comes up with the same error message. Am I supposed to restart in safe mode with cd in? How do i reinstall WININET.dll?
 
Start> run> type in sfc /scannow this will search for missing or corrupt windows files...it may ask you to insert your windows disk!

PS: Make sure there is a space between sfc and /scannow
 
I tried the sfc /scannow by doing crtl, alt, delete and the program started running. Then nothing on the scan progress meter was moving at all. I let it sit for 10 minutes and it said it was scanning but nothing was appearing on the progress bar. Is it supposed to be in safe mode while scanning??

Is their any other ways to Re-install the application?

Have you tried doing a system restore back to before this problem started? If so then put your windows disk in and just do a system repair!

And no you dont need to be in safe mode to run sfc /scannow!

Edit: have you tried to download the missing dll. file?

I would have tried to download it on the computer but the thing is that i cant get to my desktop page that allows me to access the internet on that computer. I am on my laptop now and it is my home computer that is messed up. The only way i am getting to do those programs is after i click on my user name, it pops up that statement that WININET.ddl is not found. Then it just sits there and nothing happends. I hit control alt delete and under file, i can click on run and then i browse for the program or just typed the sfc /scannow thing.

I havent tried a system restore on that comp yet. I will try that now.

OK. Now I downloaded that WININET.dll file onto a memory stick and took it to the computer that is messed up. My question now is, how do i upload the file onto that computer??
