I think flash can do that if the settings allow it, I remember if you right-click on a flash program you can go to settings and set it so that it can use your microphone and/or webcam. But by default it's usually set to block though...

Just curious: What website were you on? What were the people talking about?

Did you put that Icon there? and, are you sure you're not being spooked by some automated flash character on websites (Since you never said you used a microphone, but something about hovering your mouse over words?)
