Alarm for temperature

I bought computer last year and since then there were some problems with fan speed (too fast), and few weeks before it broke. Now I have new fan, but problem persists. If I start some program fan starts to run mad, and alarm is on.

I have:
Intel (R) Core (TM)2 CPU 4300 1,8 GHZ
1 GB of RAM
NVIDIA GeForce 7900 GS

Readings on SpeedFan:

Fan1: 3800 RPM (goes over 4200 RPM)
GPU:65 C (fire sign)
Temp1: 48 C
Temp2: 52 C (fire sign)
HD0: 46 C
Core0: 63 C (fire sign)
Core1: 62 C (fire sign)
Core: 67 C (fire sign)

Can anyone help me?
P.S. Those "experts" who sold me computer made a mistake and one USB port was receiveing too much voltage so it burned my sticks. They fixed that.
 
What kind of cooler do you have? If those are temperatures just idling then i would be concerned... Also, for your cpu cooler did you clean off the old thermal paste before putting on the new?
