All game stutter, I dont know reason.

I've been using Windows XP 32bit, I bought Win7 Ultimate 64bit, installed on a partition with XP (of course I did format) but I installed the system five times, because I had a problem with video playback. For the third time everything was fine!. 4 time all games stutters. I tried again install win7, but this does not help, or any other drivers, or reinstalling the system, all does not help. I installed XP in the hope that this Windows 7 issue, but on Windows XP stutter too. See this movie, this happens in all games ..

What is the reason? graphics card crashed?

does seem to be a faulty graphics card, but have you tried simply taking the card out maybe give your case a clean inside if it seems dusty then reseat the card and see how it goes
 
I'm using Catalyst 11.1 driver, before everything was fine, and now it is not. I tried different drivers,
Catalyst 11.3 latest, 11.2, 10.12, 10.11, 10.10, 10.9, 10.8
It does not help.

Open up run (start button + R on your keyboard) and type in dxdiag.

What version of Direct X are you on?
 
you are updated to the latest Win 7 update too?

This will just make sure you have all of the .NET framework and what not too that could cause issues
 
Have you checked to see if the card is overheating? Are you getting good airflow through the case?
Check the temps of the card when youre getting the issue.
 
Have you tried the card in another PC with the same games??? if it still stutters, its obviously the card...
