Alternatives to Vonage?

Are there any similarly priced and featured phone services like Vonage? Apparently Vonage is available in every city around the city I'll be living in except the city I'll be living in. I'll be calling long distance a lot, so Vonage seems like the clear choice.

Also, do services like Vonage suck up a lot of bandwidth even when the phone is not in use?
 
at my job, we use packet 8. I think a bit more on the pricy side but it works great! also has e911 in most areas
