AMD 5000+ BE Won't Overclock?

I just built a new computer and dropped the AMD 5000+ Black Edition processor into it with the intent of overclocking it. However, I went into my bios and changed the multiplier to 15.5x (This Tom's Hardware article recommends a multiplier of 15.5x if you don't want to change voltages: http://www.tomshardware.com/2007/10/22/budget_overclocker/ ). Presumably the computer should just boot up and kick ass... but I opened up Prime95 and CPU-Z and ran a test and the processor speed never went over 2.6gHz, the stock frequency. I restarted my computer and went back to my bios to make sure it hadn't reset itself and it still says "15.5x - 3100mHz". I'll be the first to tell you that I'm a noob, this is my first overclocking attempt, so I very well could be missing something very simple. If anyone knows what I could be overlooking or what I could try to do to fix the problem it would be greatly appreciated! Thanks :D
 
If you had the intent of OC'ing a computer...why didn't you look for a Core 2 Duo or Quad? Those things have been much nicer overclockers.

The 5000+ BE cost me about $100, any decent Intel processor costs at least twice that much. For some of us price plays a role in what parts we buy :D

I tried changing it to a multiplier of 15x and then booted up again, this time when I ran the tests I was still reading 2.6gHz but I noticed that CPU-Z read my multiplier as 13x, the stock multiplier. Am I possibly overlooking something here? Did I get a lemon?
 
Have you disabled CoolnQuiet, plus there a chance your going to far at once and the bios is just setting itself to stock as a safe mode. I really dont think the 5000 is going to do 3.0ghz without a voltage increase, try 13.5X and see if it boots and saves it, if it does then try 14X. I would even guess you would need to bump the voltage up abit at anything over 14X=2.8ghz.

Combo deal at Newegg, yay!

I looked all over my bios (Biostar TF560) and I couldn't find a Cool N Quiet option so I just set my Vista power saving mode to "High Performance" which turned off Cool N Quiet but my multiplier changes in the bios still do nothing. Could turning it off in Windows rather than the bios affect this?

P.S. Thanks for the help so far guys, we might be close to a breakthrough...
