amd athlon 3000+ clock speed says 1.8ghz cpuz says 800mhz

I bought a compaq r3000z laptop with the amd athlon 64 3000+ processor that is supposed to have a clock speedof 1.8ghz. I downloaded that cpuz program to see what the clock speed on that said and it only say its 800mhz. whats up with that. and i am a noob about computers and everything but i am intrested in overclocking my laptop. first of all is it really safe to overclock my laptop for the fact of it being a laptop and not a desktop and if it is i heard about for the 3000+ processor all they had to do was a slight voltage increase and if this is true how do you even increase the voltage?
 
Honestly? I would not overclock your laptop.. It's just not a good idea ;). Also laptops suck for cooling.
 
are you looking at the core speed or the frontside bus speed(FSB)?
Good observation however CPUz correctly notes that the Athlon64 does not have a FSB and labels it accordingly (HTT) so that couldnt have been it :)
