that depends on what you are going to be using the computer for.

gaming/video editing-get the quad core

internet and movies-get the dual core

No, it's not....not for what you are using it for.

yes it is, for future rpoofing your system and so it is quicker, it is deffinately worth it

Better future proofing would just be to make sure he gets a decent AM3 board and go with the cheaper dual core. For what he's doing, the Athlon II 240 is plenty, he can always get a Phenom II quad down the road. The 620 is a dog, low clock speed and no L3 cache. The 240 dual core has as much cache as the 620 quad. Higher clock and more cache per core will make the dual core better for what he's using the PC for at the moment. It's not even close to worth the extra money.
Before I'd recommend the 620 to him I'd say get a Phenom II 550 for cheaper!

You could consider Athlon II x3 435 in the middle :D

Nah, once again only 512kb of cache per core with no L3=dog

Once again, the Phenom II 550 is a much better choice.
