AMD Athlon II x4 960T

The stock cooler on the 960t is the cheapy aluminum one since it's only 95w TDP.

I wouldn't overclock past what you can get on 1.25v, which is probably ~3.4-3.5ghz.

would i need to tweak any of the stock cpu fan speed to get to the 3.4~3.5?

No the fan will make very little difference the heatsink simply can't do well because it's such low mass.
 
The First thing you need to do is install Speedfan and monitor it no mater what any one tells you. When temps get up to high you should replace the heat sink.

run Prime95 to check stability.

The motherboard you have has SB850 but without looking I don't know if you have the ability to unlock cores but I sold a biostar with the SB750 It was a $35 Mobo and I was able to unlock cores with it.
 
Quick overview of parts needed

AMD Phenom II x3, Phenom II x4 (with a T at the end of their model number like the 960T), Athlon II (with a cacad stepping code), or AMD Phenom II x2

Motherboard with:
Advanced Clock Calibration (ACC; present on the SB710 & SB750 motherboard.)
Core Unlocker, Turbo Unlocker (or any other name given to motherboards by the maker to replace ACC which isn't present in the SB800 Series.)
NVCC (Present on some nForce 7 series and all nForce 9 Series motherboard.)

A little bit of luck (arguably the most important part.)
