2. As for "OCing safely", that's more of an oxymoron (which is why OEMs dont support OCing in most cases). OCing safely is jus a measure of common sense really nothing to do with a technique
 
Its a good idea to OC if you have common sense and do your background research :) Realistically the CPU isnt the performance bottleneck ... its the memory :)
 
Even though its only a general rule, getting cheap ram and wanting OC do not go hand in hand. :)
