AMD driver stops computer starting

I just installed a new copy of Windows 7 onto my computer and installed the latest driver for my AMD HD radeon 7770, but the computer would freeze at the splash screen and go no further. I was able to system restore the computer to before i installed the driver and now it works fine.
Anyone have any idea what could cause this?

Start the computer and enter Windows.

1. Download the latest copy of your graphics driver.
   
2. Download and install DriverSweeper (don't run it yet).
   
3. Uninstall the ATi graphics driver as per normal method.
   
4. Restart computer
   
5. Run DriverSweeper for ATi and nVidia drivers.
   
6. Restart computer.
   
7. Install latest drivers you downloaded at 1.
   
8. Restart.

Thanks, i tried what you said twice but im still freezing at splash screen whenever the driver is installed.

Please post ful system specs by downloading PC Wizard from my sig and installing it. Go to FILE, SAVE AS and click OK. Copy the contents out of that text file into this thread. Also post the model and brand of your PSU.

Also in the meantime, please ensure that your onboard graphics is disabled in the bios (where applicable) and you have your graphics set to PCIe.
