annoying error message...

recently and error message has been poping up on my computer almost every 5 mins, it says

cannot find inport; DLL may be missing, currupt, or wrong version
File "rtl70", error 126

Anyone know of a way I can get this to stop poping up??
 
ive had a problem like that before and i couldnt ind the actually cause so i usually just do a system restore to before the problem happened (shouldnt be the answer to problems but it works)
just go start, my programs, accessories, system tools, system restore
 
I don't mean to be obnoxious, but this error message is getting REALLY annoying, anyone have any suggestions on how to get rid of it?
