There's a known annoyance with HP software/hardware that does this popup. Have you got any HP devices?

If so, go to C:\Program Files\Hewlett-Packard\SDP and delete it

This was off my laptop and it's an HP...

Reading other sites it seems to be an HP file that is trying to connect to a problematic webpage to sell you crap or maybe being blocked as iffy.

So is it alright to delete the SDP folder like you said?

Move it, say onto your desktop and see if the popup disappears and doesn't give problems. You can easily put it back if it does.

My friend has the same problem, but he had a Toshiba notebook!
he just installed windows again! system recovery! simple solution!
