Annoying refreshing image problem with You-Tube

Every time I am running a You-Tube video on my laptop, the program has to refresh its file every 10-15 seconds. (the picture stops and a moving circle appears for a long time). Is that normal? I don't think I have it on my tower. Is there anyway of fixing this to get a continuous running video?
OS is 7 - Home Edition.
Any help to fix this annoying problem is appreciated.
 
What it is doing is buffering the video. It seems your internet connection to the laptop may be slow. Go to www.speedtest.net on both the laptop and desktop and compare the results. Let us know.
 
For my laptop PING = 45ms Up load speed is 5.91Mbps.
I completely forgot to mention, I am doing all this in a Hospital Room, using public WiFi.
That might be the trouble that I have here, but not at home!
