another 4870 stutter problem

hey guys, just recently, the 12.1 drivers for ati cards came out. well looks like i need to update! so i uninstall from control panel, then reboot in safe mode and use driver cleaner to completely wiped the card drivers. alright so then i install the new 12.1 drivers. everything is cool right? not until i start playing games... black ops, APB, counter strike, all encountering large amounts of stuttering. what causes it? overheating, no 40C is cool, OC? no i like to keep my card for longer than a month, changed any settings? ya i did, disabled aero and windows sounds, shouldn't affect them though...any help please? thanks.

ati radeon hd 4870 512mb
4gb crucial ram 1333
phenom II x4 955 BE
msi 870-g54
 
Uninstall new drivers and reinstall the old drivers??? Just because they are new, doesn't mean they are glitch free.
 
oh forgot to mention, did that too, but to no avail. did it back and forth like 10 times, still nothing, forced my clocks to stay at 750mhz and 900mhz, nothing, this is making me mad.
 
bump please help, this is driving me freaking insane. i remember it fixed itself somehow, but for one it was cuz of overheating, then after i cooled it down and after i fixed the back panel of it to actually get air out it fixed itself, but idk what's going on now, the heat is at 40c constantly, never goes over 50c. this stuttering only happened after i uninstalled and reinstalled the drivers, i don't get it and i cant find a solution online please help, PLEEEEEEASE :(
 
ya thats another reason why my computer is retarded. i always make sure i create a restore point before i change something important like this. well i made one. called it ATI driver change. went to that for last resort....oh wait, it says i have no restore points, wtf....this computer.....
 
Not sure what else to tell you to do, you may have to do a fresh install of windows.
 
hey, i tried to put in my old 4670, and guess what? it stutters too...this card was brand new when i got it and it worked fine and im getting the same exact symptoms with this card as well as the 4870, so what could be causing this? RAM? help plz
 
it might be a virus as well, well it doesn't happen normally but you never know, i had a problem with my 4850 becoming corrupt and face stuttering and artifacts even in the bios screen, never got a way to get it back to work.
