Ok so trying to run down a problem with my bros year old custom built pc...

When you turn on the computer all the fans turn on (except one) and the hard drive spins...however nothing comes up on monitor, and you can't open the CD/dvd drives.
Also one case fan wont spin as it feels like a bearing is out when I spin it by hand, but its lights light up.

1. I've pulled out the ram and switched it, tried one stick, etc. and nadda.
2. Tested PSU with voltmeter and everything looked ok (didn't test under load though)
3. Disconnected drives, hard-drive, and peripherals and ran it barebones, and nadda.

I'm guessing its motherboard, but is there anything else I can test before I go buying new components to swap in?

Disconnect the fan that is froze up to see if maybe that is causing the problem. Also you may want to make sure the power cables are plugged in tight to the cdrom drives. Does the lights blink on the cd drives when you reboot the computer? Also try a different power supply.
 
disconnected the fan from the start, and the lights on the cdrom drive just turns on and stays on. I don't have a spare psu sitting around, is there anything else I can test before I have to go buy one? Oh and I tested all the connections, everything is plugged in tight.
 
What make and model power supply? Are you running a video card (model) or onboard video?

Could be the power supply since the drives wont open, 12V rail taking a crap.

If you have tried a different power supply then i'm assuming you have a couple bad cdrom drives, since you have the most common issue with drives(not opening).

Also try building the computer outside of the case so you can make sure you aren't grouding out the motherboard to the case. Was the brass standoffs used between the motherboard and case when building it?
 
Yep all the brass standoffs were used... I'll try pulling everything out and see... Is there any way I can test a mother board?
 
You can only diagnose a motherboard by using known good parts. If the last part that you haven't replaced is the motherboard and it still don't work then it has to be the motherboard.
