Any way to change save settings on PDF file?

I have created a fillable PDF file but you can't actually save it after you have completed filling it out. I know if you buy Acrobat you can change this setting, but is there any other way to do it?

I created this as an application form for the company I work for, thus it is pretty important I get it functioning properly to where people can actually submit it. Thanks for any suggestions.
 
I was trying more to find something that could change the protection of the file itself though as I intend to put it on my site so people can download it and fill it out; that said, I need it to be as streamlined as possible.
