It depends what you are looking to do. There are a number of software apps to calibrate a monitor. Plenty of guides on the Internet for simple and complicated calibration. If you want to set up proper colour management including your printer and scanner it's quite a long process.

The basic settings are brightness and contrast. To check for any tint bias you can use various test images or compare a grey test image against standard grey test card.

I find the standard methods have serious shortcomings due to the variety of media today. DVD video is very dark compared to photos you find on the Internet. Set up your monitor for DVD video and you are blinded when you open up Word or Excel. Setting up depends a lot on the lighting where the monitor is located. A monitor in a bright setting will look very different in low light. I have my monitor set for Office applications and if I'm playing videos I have presets for the player.

No matter how you set things up, you have to bear in mind that stuff on the Internet is hugely variable in quality. Once you have your monitor set up, you can get a feel for how it compares to the general public by viewing lots of images and videos.
