So, my dad is building his own arcade machine following the Sega Turbo sit-in cabinet design. He wants to have it emulate several different racing arcade games, however both he and I are clueless on a kind of software capable of doing so, and it needs to take arcade button input and a racing wheel as well. Another question, should we buy a pre-built computer, new or old, and take it apart to stick the components in there, or should we just buy components separate?
The racing wheel will most likely be a standard PC one modded to fit the chassis. So it will run on USB. I'm sure we can find USB arcade style buttons as well on eBay as well.
So, my questions:
1. What software would allow us to emulate racing arcade games? Keep in mind it needs to accept a racing wheel input as well as buttons. We are willing to pay for software.
2. Should we buy a pre-built PC and just take it apart or order new components?

4. Any additional hardware needed to run the program?
