Are my PSU voltages low

My following PSU voltages are:
ATX +5V: 4.94V
ATX +12V: 11.77V (I'm worried here :( )
NB +1.5 V: 1.47V
ATX +3.3V: 3.24V
VBAT +3V: 3.04V

I'm worried about the +12V and +3.3V are they ok? Could this be why my computer keeps on crashing when I overclock? I thought the Neopower was suposed to be good :(

All info from ITE smart guardian in windows. I'll check the BIOS later.

5v looks good
12v could be higher, this might cause a problem while overclocking, but it's fine for regular use.
3.3v could also be higher, watch for severe fluctuations. But it doesn't seem too bad.

So yes, it could be a problem for overclocking, check BIOS though for more accurate reading. Maybe invest in a multi-meter andcheck yourself to be definite. You really want to stay above 11.8v on the 12v rail when overclocking.

Ok I hope my BIOS is more acuarte than windows because I'm getting:
+3.3V: 3.28V
+5.0V: 4.83V
+12V: 11.96V
+5VSB: 4.94V

Which is much better execpt the +5.0V rail, but I've heard that one isnt so important. I just hope they dont get lower after I boot into windows.

So I thimk I might purchase a multimeter to be safe. How much are they?
