Are these parts good for a comp?

You're right the difference between the 955 and 965 is minimal. You can achieve the same performance from overclocking the 955 to 965 levels. I don't think he wants to do that. I've never done it as well. It's only like 10 bucks more anyways. The 5850 and 5870 do have a fairly large margin and if he has the money, he should get it. It's a great card. :)
