Those look like surface mount resistors...normally there is a number on the top. If for example it says 391, the last digit is always the multiplier. So in this case it would be 390 ohms, 39 x 10.
390 would be 39 ohms, and 392 would be 3900 ohms (3.9K ohms) and so on.
As for your pic..I can't see any numbers. You may be busting out your ohm meter and the magnifying glass
