ARGH! How do I disable this annoying WinXP popup??

I attached a screenshot of it below. Whenever I double click some kind of installation file that I downloaded from the internet, I get that stupid #*!%(&*!(%* -ing popup! :( This is an issue now with both my laptop and my PC, and it seems to be kind of a recent thing. I've been using WinXP for a while now, and I only remember dealing with this recently, for like a month, perhaps? Oddly, like I said, it's started doing this on both my laptop and on my desktop. So I think it was introduced with one of the windows updates.

I do have the WinXP firewall disabled and even the whole Security Center disabled (by turning it off in Services). But that window has the same icon, which makes me think it's somehow connected to the Win firewall....

So, how do I turn it off so it never comes up again?? Help would be greatly appreciated.

Pay attention and read the warning next to that shield logo.
That popup is warning you that a piece of software you want to run isn't digitally signed as being legitimate. If you're sure of the file, then go ahead and run it. If you have any doubts as to who wrote the program or who supplied it, then don't click "Run". That popup is there for a darn good reason: to keep you from borking your entire system.

Do you have VideoLan installed. The file name in question seems to point to that program. For further info simply put the file name in Google and start reading.
 
Well it seems to me that you are downloading programs to install, and when you try to open them you get that.

Unchecking the box that says, "Always ask before opening this file" will fix your problem. But as OvenMaster said, you should be careful when you do that.
