Argh.. Still need help please.

Ok so i sorted out the cpu overheating problem but now I have another one. I discovered that an Asus Application was continuesly changing the clock spped and voltage of my cpu, sometimes the voltage would go up to high and that would cause the system to heat up. My system core speed wich is suposed to be 3.1gh is at 2.0gh and keeps changing, so I went into the bios and set the OC options to manual instead of auto thinking that it would stop the random OC but it has made no change. Can anyone please tell me what I can do to fix this problem thank you
 
It's a feature that Intel made called Speed step, google it for a explanation. - You will be able to disable Speed step from the BIOS
