ATI aiw 9600XT Help!

Is that actually bad? or is the speed fan reading that wrong too?
Should i go bigger like a 500w or 450watt?

I think I'm going to take my video card back and trade it in plus some cash and get the ATI 9800 "AIW", the thing with the 9600xt that I have is that it kicks me off of CS and thats very annoying. I've heard the 9800 is better for gaming....so let me know what you think....

I use my computer for video editing....
gaming....
as my DVD player...
everyday uses (internet, school work, aim).

Would the ATI 9800pro "AIW" be the best choice. or is there better cards out there for my uses?

Question related to PSU's
Could someone with knowledge of this please explain what it means?
I see the plus rails are about the same as what they are, but the negative rails are over by a couple of volts. Does this mean there is excessive load on the rails?

Thanks.
