Ati radeon 9250 problem

I need help, I've already been a forum but they can't help me...
When my card is plugged in and such, I can't see anythin on my screen, it's getting a little bit warm so the card is plugged in good.
On the screen is the same thing as my PC is off...
My specs are:
Motherboard: Intel desktop D850EMV2 -- Pentium4 1.8Ghz
Sound: Soundblaster Live (ct4760)
Power: CWT ATX-230C
Input: 115VAC

Output: +12V 8A max
+5V 22 A MAX
+3.3V 14A MAX
-5V 0.5 A MAX
-12V 0.5 A MAX
5V/SB 1.5A MAX

Plz help me :confused:
 
do you have another video card you can try? Otherwise all I can offer is the basics, make sure its seated in the slot properly and that everything is plugged in/connected as it should be. Although the 12V line looks like it can't handle a big load I think it's ok.

I didnt think id EVER say this about a Radeon9250 but it just might be that your video card isnt up to it .... 18A on the 12V rail is .. mind bogglingly low. What other devices do you have in the system?
