Yes ATI Tool does overclock your video card. Some older cards or ones that are built into laptop may not overclock, but for the most part you can overclock your core and/or memory speeds, which will increase video card performance.

Not really, just about all video cards will auto-under clock themselfs when the temps get reall hot, so you should be fine.

Your card wont burn up, if you raise the speeds too high your screen will either freeze or turn black because your video card stoped responding, and you will be forced to restart your computer. Then once you restart it will be back to normal (as long as you dont have it overclock on startup).

Thats another very useful function of ATI Tool, however you dont want to lower the fan speeds too much, otherwise it may overheat and cause instability.
