I dont know about the fan speed, but you could just unplug it and connect it staright to your power supply.
ATItool is your best bet for overclocking i think

atitool can overclock it, been awhile since i had an ati card, there may be something better. you can use the nvidia program ntune to turn your fan up, it works even if you have an ati card.

It works by just putting it in the slot. No PSU connectors.

I tried ATI Tool but with no results.

ATI Tool is certainly what I'd use but you need the external power for the card to operate the way it's supposed to. Sure it'll run, but it's not going to be fast. You NEED the external power connector.

it does not have a place to put the 6 pin, molex or any connector for that matter.

This is what my card looks like (its the same, just mines a GeCube)

There is no place for the power connector...

on the other side of the HSF there are some capacitors.

Other side of the PCB is flat

Thats odd cuz i had the HIS version of the X1650 pro and it has a 4 pin connector on it (the type you plug into an old floppy drive). Are you 100% sure that it doesnt have one?

I used to have a Powercolor x1650 pro 512mb

It didnt need any power connectors at all and ran fine in my dell (350w stock psu)

For some reason that card made the PC crash when you tried to unlock it for overclocking

I swapped it for an 8600 256mb

Now thats even more odd cuz my HIS wouldnt run at all with my 400w Antec i had. Thats why i got a new one lol.

I guess i got the crappy power sucking version.

yeah people keep putting dell down, but that stock psu (which i thaught would have already been maxed out due to the pentium 4 it was running) seemed to run the x1650 really well (battlefield 2 on nearly max) - it had dual 12v rails and everything, not bad for a stock psu (my friend has a 7900 in his similar dell dimension)

My mistake, judging by the post below, I thought you meant it works without the external power connected when it's just in the slot.
