AwardBIOS Setup Utility

Gday, when i turn on a computer i bought it goes straight to the AWARDBIOS Setup Utility Screen. i have no idea if it has a operating system but i do have one to install? what could be the problem? how do i bypass it? in replys could you talk in common stuff. i got no idea what im doing, just want it to work. cheers guys.
 
oh yeah it comes up on the right of the screen.........

During the last boot up, your system hung for an inproper CPU Internal Frequency setting. your system is now working in safe mode. to optimize the system performance and relaiability, make sure the CPU Internal frequency conforms to the specifications of your CPU.

So how do i fix that?? LOL
 
i think this is a duplicate post - but find the processor section in the bios, see if you can reset to default settings, if not post what your options are.
