[B]Help ! Windows vista error ![B]

I have here a sattelite toshiba with windows vista when i was to enter the start up repair . there was an error . . start up repair cannot load a recent hardware change may be the cause . And after that i cannot connect to the internet . i just download TUNE UP UTILITIES HELP !!!

and every time i reformat it theres also an error saying cannot copy files

If you are getting the cannot copy file error then either you have a bad install cd or you have bad system memory and need to run memtest on it.

click on the first link on that page and download the zip file, then unzip it and then use burning software to burn the iso image to a cd, then boot to the cd and let it run for a couple passes.
