Background Knowledge

I was think on learning to build web sites and was wondering, what type of background knowledge do you need to build a decent website. Not a crappy myspace website or anything but a respectable web site to promote a business.
Also, any ideas for Web Site Building software that might use this knowledge. Easiness is obviously better, but I don't want ease to affect the quality and will put some work into it.
 
If you want to build a html site you will need to know at least some HTML..

Yeah, start of learning html, thats what i did, and look what i produced:D

both those sites were written in notepad using raw html, i had some patience back then, and once you are confident with html i would get a wysiwyg editor, personally i would reccomend dreamweaver, as it doesn't produce all that IE only code, but you can download trials of dreamweaver and frontpage for free, if you don't like any of them there are plenty of free alternatives out there
