well you could just use a boot floopy disk and boot to DOS, but you wont really be able to move the files onto a blank cd/dvd via DOS.
I would say a live-CD linux distro is the solution, it will allow you access to the web, dvd burner, and other physical drives including most USB pen drives. But be aware its not easy to use and if you have a friend on hand that knows linux that would be very helpful
other options may be to remove the drive and pop it into another (maybe freinds machine) as a secondary hard drive, once you boot his machine you will be able to access your drive through My computer
