Bad CD Drive?

If I have a bad CD drive, can my BIOS skip booting from it? I currently have my CD drive to boot before my HDD, but I get an "error loading OS" message (HDD is formatted), and my Windows and Linux discs won't boot. Am I right in thinking this?

And one more thing, in the BIOS instead of Samsung, it says Saefung.
